I have free basic evernote on two devices - a Samsung Galaxy S* plus and a desktop computer. A couple years ago I received notice that basic would only allow * devices and I did have it on three, so I removed an HP laptop - it has not been on that computer since. Today, on my desktop it is telling me that I have more than the allowed two devices and keeps kicking me off unless I elect to pay for an upgrade. When I try to log back in, I receive the same message. I tried seeing if it was under my google account but it is not. I do not wish to upgrade.
