Help with my Consumer Cellular issue

Purchased new Samsung Galaxy A** phone from Consumer Cellular, which was received on ****. The texting function does not work. Error message that "Message Blocking is active" keeps appearing. Texts cannot be received, as well. Tried factory reset, but problem persists. I have been unsuccessful with attempts to speak with someone at Consumer Cellular.
