The issue in GetHuman-ant_live's own words
connected home phone to cable modem ( line * first, then line *). Listened for a dial tone, there was none. Disconnected phone from modem, and restarted the modem. Started the modem, then connected my phone after * min, no dial tone.
GetHuman-ant_live did not yet indicate what Charter Communications should do to make this right.
