If Booking.com calls the hotel, and the hotel denies the refund, you can always call the hotel directly yourself to make your case for a refund.
The issue in GetHuman-tracybio's own words
I rented a car through Booking.com. I needed to change the pickup time from ******* @ **pm to ******* @ *pm. The website wouldn't change it, saying there was no car available. So I tried to cancel. The webpage saud there would be a charge for the cancellation, even though the confirmation email said free cancellation. I have a screenshot. When I arrived at the airport, I figured I would call the number given to pick up the car. I called twice and there was no answer. So I rented a car from another company. When I looked at my bank account, I saw that Booking.com charged me for that car. I have screenshots of the confirmation and the pick up time, etc. I tried to call Booking.com and I couldnot get a customer service person because I only have my booking *. They asked for a PIN *, but there is none on my confirmation email.
GetHuman-tracybio did not yet indicate what Booking.com should do to make this right.
