If you are having issues with your Ebay order that was already placed click https://resolutioncenter.ebay.com/il/en-us/. From there, you should be able to report the issue to Ebay using their forms.

RE: ORDER **** *******-*******ORDERED A SET OF WOMEN'S UNDERWEAR. NEED TO EXCHANGE FOR TWO SIZES DOWN, ITEM IS REFUNDABLE, BUT WHEN I WAS ABOUT TO SUBMIT THE RETURN INFORMATION, I NOTICED THAT THERE IS NOW A $* FEE TO HAVE THE RETURN PICKED UP BY USPS. I AM A DISABLED SENIOR AND HOMEBOUND. HAVE HAD PRIME MEMBERSHIP FOR MANY YEARS BECAUSE OF THE NEEDED PERCS -- AND THIS HAS BEEN ONE OF THEM. I AM UNABLE TO PHYSICALLY TAKE THE RETURN PACKAGE TOANOTHER LOCATION AND DO NOT HAVE ANYONE TO DO IT FOR ME. I DEPEND ON AMAZON PROVIDING FREE RETURNS WHEN MARKED AS SUCH - WHICH THIS ITEM WAS.
GetHuman-sharonlr did not yet indicate what Amazon should do to make this right.
