My insurance will provide me with a full refund of our tickets as we booked well before travel advisory. Have to provide insurance company with proof we waived the vouchers offered. Cannot get anyone on the phone at Air Canada and need to get a live person so we can find out the procedure on how to request the waiver documentation.

How GetHuman4642664 fixed the problem
Phoned AC on the regular phone line (not toll-free) and waited approx ** m for an answer. Spoke to them about the procedure to obtain a letter indicating we had waived the travel vouchers offered as we are fully covered by our travel insurance due to the travel advisory and to how far in advance we booked. They responded that either they or us could cancel the flight and receive the voucher. Then we will out an insurance request (online) and submit. The only thing that's making us nervous there is no place on the request for an insurance letter that gives us space to let them know what we're asking for so assume a 'generic' insurance letter will be sent out and not sure if this is going to fly with the insurance company. Also, they could tell me how long it would take to get the letter.
