If Booking.com calls the hotel, and the hotel denies the refund, you can always call the hotel directly yourself to make your case for a refund.

I booked a non-refundable room in error and then cancelled the booking but credit card has been charged for * rooms for * nights. I still want the rooms but needed to book a refundable option

GetHuman-remtulla did not yet indicate what Agoda should do to make this right.

How GetHuman-remtulla fixed the problem
I contacted the hotel directly and they agreed to a refund. Then I contacted Agoda and once they confirmed with the hotel they processed the refund
